About Heather

Heather Nolan joined Insurance Office of America (IOA) in October 2015 as a senior sales consultant for IOA’s Employee Benefits Division. She also currently serves as lead of the IOA Employee Benefits Compliance Committee.​ Some of her clients include large businesses with self‐funded medical plans with varying degrees of complexity. Heather has been engaged in the employee benefits profession for more than two decades. Her area of expertise lies in assisting companies with comprehensive and strategic benefit planning with a focus on compliance and improving plan operational efficiencies.​

Prior to joining IOA, Heather was co‐founder and managing member of Rizor & Nolan Advisors, which specialized in benefit consulting for private equity firms and group medical practices. During this time, she helped develop a formal benefit plan management process designed to prepare private equity-owned portfolio companies to pass the benefit plan-related due diligence process prior to sale. Some of her clients were either sold to other private equity firms or to public companies with a 100% first-time due diligence success rate.​ Before founding Rizor & Nolan Advisors, Heather worked for local independent insurance agencies as well as national providers of professional support services. She began her career in the group pension arena, eventually expanding into all aspects of employee benefits.

Heather earned her bachelor’s degree from Ohio University. She holds the certified pharmacy benefits specialist (CPBS) designation and is currently pursuing the chartered employee benefits specialist (CEBS) designation.
