Debbie Burke is a Senior Sales Consultant in IOA’s Atlanta office with more than 30 years of experience in the employee benefits marketplace. She helps organizations evaluate complex benefits challenges, identify opportunities for cost savings, and develop strategies that support both employees and long-term business objectives.

Her background includes experience with three major U.S. health insurers across domestic and international benefits markets, as well as more than 20 years serving large and complex employer groups. Debbie brings particular insight into partially self-funded arrangements, financial analysis, risk mitigation, and carrier and vendor strategy. She works closely with clients to simplify decisions and build benefits programs aligned with their financial and organizational goals.

Debbie earned her bachelor’s degree from Westfield State College. She holds the Registered Health Underwriter, Managed Healthcare Professional, and Certified Health Value Advisor designations and is also Lean Six Sigma Green Belt certified.
